Embarrasment

Today I browsed the news of some people paying an aid visit to poor families in remote hilly region before the Chinese New Year as one of their job of providing poverty relief.But in the group photo that I read I saw these people were staying in a storied building, obviously the home of that poor family, because there is a staircase leading to the upper floor shown background.
So if a household owning a two-story building is called a poor house, then what should we call ourselves in the city living in a rent apartment? Who is the one needing the poverty aid the most?

Sounds reasonable. But the reality is still very embarrassing. You go there to give warmth people who need warmth, but your warmth is borrowed from elsewhere.
When the officials take photos they should have much into their minds, because there will be many readers who do not exactly the thing and have their own understanding.
Theire is possiblity that some people become poor after a big disease or go bankrupt after losing money in business deals or other reasons. And the cost for building a house in rural area is not as high as in the city. Even a family living in a house will still have problems to sustain the whole family, especally in mountainous region with bad traffic conditions. Of course there are cheaters always, in Shanxi Province some poor men even own Benz or BMW.
