To help or not help 2

During the period of thinking, we may miss the chance to help these people who are in dire need. And then we may feel guilty of not helping them. What a hard decision to make, don't you think so??

Yes it is a hard decision. Sometimes a friend is in need of help and then you are more likely to know if that is genuine?
