Why should China step in now when it was not even a bidder in 2012?

Any of the other 40 plus nations can help OCA by taking over from Vietnam.

Let this be a lesson. If you are not prepared, don't bid. Now, you have to eat humble pie, Vietnam. Surabaya should be offered the chance to host. Perhaps, Surabaya would be humble enough to ask China for help to host the games.
