The legal precedent is the issue.

If somebody helped the man, the legal precedent allows the man to claim that the helper actually caused his injuries.

The injured man, with no morals, can them try to get money from the helper by accusing him of causing the injury.

End result - nobody helps.

China needs a "Good Samaritan" law.

Totally right.

This type of thing happens in every nation. Do you get extra points for making it seem that this is
a problem particular to China?

By David Betancourt

A man who was ignored by passersby for almost 20 minutes this week as he lay on a sidewalk after being
assaulted in Columbia Heights has died of his injuries, D.C. police said yesterday.

The attack occurred Tuesday outside a grocery store near 14th and Parkwood streets NW. The victim, Jose
Sanchez, suffered a traumatic brain injury and died Friday at Washington Hospital Center.

Two men who were recognized by store employees have been arrested and charged with aggravated assault.
Police spokesman Quintin Peterson said Maxmillo Argueta, 32, of the 3500 block of 14th Street NW and
Humberto Escobar, 57, of the 1300 block of Park Road NW will face new charges in light of Sanchez's death.

Aaron Brantley, who worked for 31 years as a welder at a Chrysler plant in Hamtramck, recalled the ordeal
Friday, two days after he was robbed outside the BP gas station on West McNichols at Fairfield, just east
of the University of Detroit Mercy campus.

Brantley estimates that at least four customers walked past him as he struggled for help, unable to walk
because his leg was broken.
