... the worst is not so much kids playing but folks spitting, throwing garbage everywhere, incessant honking from cars etc. It is time to make people pay for spitting and littering around otherwise China will remain the giant garbage can that they are building!

Education is the key solution to this problem.
No one knows the appropriate behaviour until one is taught the proper behaviour, then one knows it.
It is time to learn and change for the better.

Chinese people love singing concerts and the singers are reaping huge rewards. Instead of airing more and more singing concerts, put in short slots of do's and don'ts on TVs. These has significant effect of instilling civic consciousness to every household. Given time and awareness to public hygiene and behavior, the peoples' attitude will change. Putting in penalties will not sink well. The peoples' thoughts must tune to adapt for a better life. Schools play an important role to instill and cultivate good behavior to the young.
