You fail to understand basic English grammatical rules,
present tense & past tense may be used together
depending on the context and the narratives in the passage.

The effect of immediacy was with the first sentence as a rhetorical question,
whereas the the next sentence was a statement about what had already happened,
therefore no need of using present tense to convey immediacy.

As I've already pointed out past & present tenses may be used together depending on the narratives
and context of the passage. But you seem to be ignorant of this simple English grammatical rules that allow present tense to be used on historical events to convey the sense of immediacy.
