The States had issues that were accumulating from years of neglect, but not as sever as China. Implementing Environmental Laws will add to cost of doing things, but it all works out for the best.

More Enviromentally conscious methods DOES NOT necessarily means higher cost.
It's JUST KNOWHOW that China needs to learn.
Example is the RAPID fall in cost for deep sea OIL FIELDS, or WATER DESALINATION facilities etc.

The initial costs for upgrading a facility is what worries most. To bad the pollution they create doesn't seem to phase them. Bottom line; If an upgrade is needed, the costs are spread out as to not drastically influence any pricing. On the other hand, fixing the damage done could cost more.

Lets focus on Water, an Essential for Life.
Polluted as it may be, it can be treated and reused. The thought of drinking something that got flushed down the toilet is actually reality now. I personally think it should be used for irrigation after treatment. First step in saving water is Conservation. Drastic amounts of water is wasted due to flushing of toilets, running water without restrictions on faucets, ... Saving on usage is an easy fix if you have to pay a high price for usage.
What about having no water? If the rivers, lakes, and underground resources are no longer available, you need ocean water that must be desalinated. The current cost of desalination is very high. Is there a simpler way? YES! Simpler by means of the way Mother Nature does it. If you think of how Mother Nature does her job, it makes sense to duplicate it. What is Her Secret? EVAPORATION! If you Evaporate water using sunlight, and then Condense it, you have PURE WATER.
Lets try to duplicate the experiment in your back yard. We shall eliminate the sun for now and use a heat source for a temporary measure, it's faster BASICALLY you make a distillery, like you would when making your favorite Whiskey. EVAPORATE just dirty water into a glass then drink it.
Evaporation and condensation may be a very cost effective means of making clean water from salt water if done in a large scale. We already have power plants using solar energy to create steam.

1. I wouldn't want to QUACK TOO MUCH about the OIL & GAS industry.
2. You know I have a background in that industry. <Go talk to people at AKERS, BP before you go QUACKING more about this sector>
3. Master Slyvester the Cat in Massachusettes, USA has a better idea - WATER industry, it's a massive LOAD of GOLD in those trades!
