It's real papers,which issued by local Police (security) departments. Local Police (security) departments are in charge of Citizenship Identities.

It's easy to create the 2nd, the 3rd, etc, China's Citizenship Identities now. Someone was dead, and he/she left one Identity. It's also an easy job to create one new Citizenship Identity in computer system. Of course you should have powerful Guanxi with leaders in local Police (security) departments.

However, it seems that policemen in Guangdong province, Liaoning province, Henan province, Shanxi province, etc, are very often careless to create new Identies.

In the latest investigation news reports, many local governments had sold China's Citizenship Identities for getting extra financial revenue from 1980s.

It was found that many citizens used new Identities to get extra welfare. Some citizens used Identities for free of fines and jail's punishments. Some citizens used Identities to escape the bank loans.

Central gov had to publish notices in 1980s, in 1992, in 1994, for demanding local gov to stop selling China's Ctizenship Identitites (Hukou).

One billionaire reported that one high-level police officer have 2 sets of Identities (Hukou). He used one Identity to work as police officier while he used another one to buy 192 properties in Huizhou, Guangdong province.

The police officier replied that he had applied 2 sets of Identities from local Party committee and local gov. China's communist Party and Central gov in Beijing prohibit high-level officials work for gov and run their own companies at the same time. The police officier just used the 2nd set of Identitty to run his own company. The police officier also said that 192 properties are owned by his brother, not him.

In 2009, the billionaire got one property by auction, which presided by local law court. However, It was found that he got a fake housing property certificate from the law court judge. The real official housing property certificate was got by one local guy. After investigation, he found that local guy was the 2nd Identity of one local high-level police officier.

From 2009 to 2013, the billionaire had to appeal to local law court and local discipline committee of Communist Party for justice. However, failed so far.
