It is still a common practice that local government would select a guy to be one of local high-ranking government officials, after he succeeded in business and made a big fortune. Government positions are the prizes to encourage local people launching their own business and making a big fortune.  Government positions are a great honor and making "Guanxi" for one's business rather than providing services to local people and a source of income. Of course he could continue to run his private-owned business, though he is a government employee now.

In China's "Government Employee Law", if someone became government employee, he should quit from his former business. However, local government seldom obey this law.

Lately, one netizen posted that he picked up bank transaction papers Of Xue Guoqiang. It shows 814 times of bank transactions in the past 5 years. The largest daily transaction was 10 million yuan. The daily transaction of 1 million and tens of thousand yuan happened several times. This netizen found that  Xue Guoqiang is also a local high-ranking government leader.

The monthly salary of a local government leader is only 2 thousand yuan. How could he often make bank transactions of 1 million yuan? Did the netizen caught the leader's huge bribery?

Local government confirmed that Xue is one of local government leaders. Xue got monthly salary of 1990 yuan in 2009,  2185 yuan in 2010, 2275 yuan in 2011, from government. The bank transctions were made for Xue's private-owned company, not from monthly salaries as a high-ranking government leader.

However, experts said that China's laws forbid government employee runs one's own business. In China's laws, if someone was selected as official by local government, he should quit from his former business. It is illegal in modern civilized countries for government employee to run private-owned business.

It said that Xue ran his business from 1980. Local government began to hire him after he succeeded and made a big fortune. It is a common practice here, said a local journalist.

Experts said that many businessmen would be granted by high government positions after they suceeded in business and made a big fortune. It is not unusual in developed area of China, though laws prohibit government employee to run business.

I find that statement a bit odd ...........   


I thought that government employees were allowed to run a business as long as their interests had been declared and not been withheld from the public ............
