It said that central government wanna cool down housing market. However, local government had to stop housing market's going down for more revenue from selling land. (In mainland Chinese cities, all land are owned by government.)

In March, 2010, Central government publish an anouncement: 78 state-owned (Central government-owned) companies, whose major products have nothing to do with housing market, should cancel buying land and cancel housing development sub-companies.

2 years past, more than half of these 78 state-owned companies still refuse to follow the anouncement of Central government.  

After I did a search in Baidu, and found no data about the situation of the property development of local government-owned companies, whose major products have nothing to do with housing market, though we know that both local government-owned and privated-owned companies from almost all of industries have also been crazy about housing market. Those companies also hurried to buy land and launch housing development projects in the past few of years.

Now, whether most of the present high-rank officials own 2 or more apartments or not?

From the news reports about the released scandals of officials, most of the corrupted officials owned many apartments. I think, definitely, more than half of the present officials own 2 or more apartments. I think it is one of major causes that the present high-rank officials refuse to open their assets to the public.  

So far, local government has information about how many housing units a guy own in a single city, but no one including government could tell us how many housing units a guy own in all cities of mainland China. I wonder why government delay owner occupied housing units statistics in the whole mainland China?

Only open and visible governance can solve this problem.

Unfortunately, as things stand, the vast majority of officials would be exposed for what they really are if this should happen, so there's basically no chance.

In 2007, Property market drove American economy going down seriously.
Did any other country, not U.S.A, use property market to destablize American economy?
