People or Citizens will always have CHIT CHATS with each other.
It's either in whispers, in coffeeshops <or in China, Teahouses>, in Temples <or in Eurozone, in Churches>, with the work colleaques, with their business networks.

WHY SO WORRIED.

In fact, it's GOOD THAT THEY TALK.
At least the STATE can learn what's BUGGING THE CITIZENS.
and take remedial actions to CORRECT THE INFORMATION.

Unless of course, as in ancient CHINA, THERE IS A LOT OF dirt TO BE HIDDEN.
Then it'll just only be a MATTER OF TIME, before the pressure builds up - and the State is overthrown.
<Noticed what happened to China past, and what recently happen in the MOSLEM ARAB states!>

Modern sophisticated, naturalist, ABOVE FRAY professional governments, don't worry about TALK.
People always talk, that keeps them happy, busy and "feeling of importance".
Don't repeat the ERRORS of the Imperial past.

I agree with you that people have the freedom to express their opinions. Freedom of speech will be helpful to relieve people's anxiety and pressure so that they will not resort to extreme ways, for example, toppling the government. But rumors, unlike what you say chit chats, are like wide fire and have always unexpected, often negative, impacts on the society.

Do you know Why?

Many local go-vern-me-nts are contr-olled by many lo-cal po-wer families. Family members are the leaders of the local government, the law court, the coucil, the police, etc. So their children shouted out "My dad is Li-gang."  A young kid dare to break laws from time to time. Why? His father is the leader of local government. His uncle is the leader of police department. His mother is the leader in law court. His aunt is the leader in the local bank. His grandpa is the leader of local council. His......

It turned into a common phenomenon in many places around China from 1980s.

THERE IS A LOT OF dirt TO BE HIDDEN. Many people think that "My dad is Li-gang" was at last arrested and sentenced after the scandal was released on the internet.

Don't we know that many corrupted government officials were disclosed on the internet in the past few of years. Those corrupted officials fear the internet. They block the internet from time to time under the title of blocking sex pics, etc.

An interesting phenomenon:

A large amount of people on the internet mock at the anouncements of government and believe those rumors. Sometimes more than half of people on the internet hate the government officials. Many posts in Chinese forum focused on the government power abuse, the corruption, etc. For example: A law court judge seek justice on the internet.

Why? Because those people think that they can't get justice in reality. Many people distrust local government.
