I'm an evolutionist, but this thesis is simply embarrassingly false and groundless. Only recently have humans in Europe and North-East Asia started having less children, and it has to do with high living standards, contraceptives, education, individualism, equality between genders etc, and in China's case also a very explicit policy.
As I said, I'm an evolutionist so I obviously must conclude there are genetics at work too, but in concerning behavior and intelligence I still think environment plays the bigger part. Everyone knows that East Asians are generally better students than Westerners, so naturally you are smarter. 50-60 years back, when white males still were good students and had the broadest access to knowledge, they would have been the smartest, most intelligent.
