You could be describing any Secondary Modern Education system in some parts of Europe where the average get average education to help them into their later jobs as workers? Nothing new there in that most systems do not tend to place the brightest with the dumbest, and for the same reason as you would probably never place Joe Average in the Olympics because that is not how the gold is achieved.

I give no credence to the majority of newspaper reports these days as most are op-ed pieces rather than real journalism . I was in East Germany in 2007 and Russia as well. I choose not to divulge much about myself but I will just say this. I have visited 189 countries in my life. I worked for various media outlets for a decade and a half and spent a lot of that time in war-zones, hell-holes and places where very few people would wish to willingly visit . I have seen the best and worst of humanity and I am of the opinion that there is no universally workable system of governance as each nation is different and each nation has their own way of doing things. I have no sacred cows to cloud my vision and I owe allegiance no no regime or political theology.
If you want to try really awful standards of living a few of the better places I've been, Somalia, Darfur, Afghanistan during the Russian Invasion, Mozambique and South Africa during the apartheid confrontations. Though they are reasonably good compared Dharavi in Mumbai or the poor barstewards who get to live on the refuse dumps in Manila, most major African cities and in parts of South America. Need I say more?
 - Some newspapers are very accurate in their general reporting, however they are few and far between.

Madrid, Spain. The local government there (rightist, or so to speak not the socialists) are going to implement a "selection" system where the supposed best are going to be put in special classrooms; the worst (read poor as most fear there) are going to be left to their luck!

I don't think you have any personal insight on the European school systems, Toddler Chech!
Do you suffer from Tourettes disease? If so you should declare it and save others the problem of having to bear with your inadequacies and maybe you could get the sympathy afforded to one who has no control due to circumstances outside of their control. If the answer is yes then you can rely on my support. If the answer is no then try and control yourself or at least get diagnosed.
