Not all HK'ers were able to get a British passport.
Those who held senior positions in the pre 1997 administration and therefore who would be more susceptible to retribution of some sort should China ignore all its obligations under the treaty, were able to get British or other Commonwealth residency. All HK'ers could get BNOP passports but these did not confer residency rights.
I think the time is up for BNOP passport applications in HK, regardless of when you were born, but I might be wrong on that.
