It's said that 21 detained Viet fishermen who caught during fishing in Chinese marine territory would be fined 70.000 RMB before they finally get freedom. Do you think this fine is reasonable?

Yes, this extortion has been going on for years. It is a complete abomination. The fishermen are held till corrupt officials have their pockets lined. Meanwhile 500 Chinese fishing ships are detained in South Korean waters alone each year, and many Chinese vessels are caught as far south as Australia.
