In China competition is very keen for jobs or business. There are not enough internal resources available to be shared equally among the 1.3 billion people. Furthermore the way inflationary pressure causing rising food and property prices yearly are making ordinary people savings becoming lesser, and feeling less confident of their future survival. When you are in position of power, majority will want to secure their own financial needs, since the government have neglected in creating an INFLATIONLESS economy, which can give old retirees comfortable life.

If you live in Singapore, you will know high cost of living, due to high property prices, even if you have 1 million Sing dollars savings when you retired at 60, you don't feel rich. That was why corruption among the private sector managers are quite common(the one you heard on the western media about Singapore least corrupted country in the world is a big lie).

If a small country like Singapore where corruption is common, even though the managers salary are high, and Singapore government have very powerful anti-corruption agency, cannot reduce corruption very much, it is totally impossible for China government make any progress on corruption. Even the US where 99.9% of the politicians and leaders are corrupted, have not done much to reduce corruption, even though all these politicians are quite well to do. Corruption have to do with human insatiable greed. These greed are reinforced by the Hollywood  culture of promoting competition, warmongering, luxury living of the rich, greed is good, etc. was copied by the advertisers when promoting their products.

There are actually officials who are nominated as anti-corruption agents.
But because their power is theoritical and not really effective, nobody really want to get the role of the bad cop.
With very low salaries (yes, they get cars and drivers, apartments ... but salary can be as low as 3000rmb), corruption is often the only way for officials to get some kind of compensation.
The system has been built this way to maintain loyalty to the CCP. As soon as you leave the job, you lose the car and the apartment. Stay loyal, you keep the fringe benefits.
It might have been effective for a while... now, not only does it cost the country a huge amount of money, but it also is insufficient in comparison with the improvement of the standard of living.
In China now, like everywhere, money is power.
Officials are supposed to be leaders, they need to compete with business men...

fredius  Icac is a good thing, but how is it possible to implement a mainland Chinese ICAC...?
Yes, it all in theory. First it has to have jurdiciary's independce and judiciary's integrity to back up an independent anti-corruption dept
