Have a candid laugh for it is like calling those opium traffickers kinder than the smokers:

Whoever and however published a finding like this one is very biased and hopeless in value in terms of absolute transparency inaccuracy since all of these "last standing nations in the list" are poor, underdeveloped and being sanctioned one way or the other; and are being ripped off by major developed nations in those lands with briberies to destroy their societies, steal, kill and rape.

The lies and back-stabbing techniques had 'killed' many nations and sovereign presidents (*once recognised and militarily aided, internationally, by major EU & American nations*) are the world's most corrupt practices that have been going on silently and lurking all beneath your own feet.

The EU & US debt crisis are gripping and crimping the world economies but were all due to corrupt practices stretching from wall street madoff to the confers of PIIGS & Iceland for ages under the noses and 'blinded eyes' of Fed, ECB, World Bank, IMF and G7.  How did AIG, Mae, Lehman, RBS, UBS, ...etc... get hit so uglily and swiftly like a 8.8 scale tsunami that caught Japan by surprises?

Did  YOU  think, wake up on and consider all these wicked characteristics when assessments were carried out to name the worst kinds and most corrupted ones?

Here's a sample of locals tackling corruption in India

Two farmers who say they were frustrated with corruption dumped bags of snakes in a tax office this week in northern India. There were dozens of snakes including at least four deadly cobras, according to the British newspaper the Guardian.

The farmers had requested tax records from the office in Basti for their land in Narharpur village. But they say officials withheld files for weeks while demanding bribes.

Fed up with the bribery demands, the two farmers emptied three bags in the tax office on Tuesday, but no one was bitten or injured.

“Snakes started climbing up the tables and chairs,” local official Ramsukh Sharma told the Guardian. “There was total chaos. Hundreds of people gathered outside the room, some of them with sticks in their hands, shouting that the snakes should be killed.”

According to the Guardian, police and forest officials captured the snakes. Police are searching for the two farmers, one of whom is known locally as a snake charmer.

Petty officials and police receive small bribes daily across India, according to the Guardian. Anti-corruption campaigns have grown in the past year.

CORRUPTION is in every country, unfortunately. I would say the more complex the countries economic and governmental infrastructure the greater the chance are for corrupt officials to take advantage. The greater the ratio becomes, which leaves that to most of the developed countries. The countries listed here from the article Cindy posted, although I am sure there is corruption there, by no means as corrupt as the developed nations.

China by no means is left out of that pile, but I would think USA is the KING OF THE HILL in this regard. And being KING of this hill is no honor.

A note to KBAY: Count your blessings that you are not in my presence boy.

I'd like to remind this NGO's index is an index ranking 183 countries according to how corrupt their public service is perceived to be.

I'd like to point out PUBLIC SERVICE and PERCEIVED TO BE.

Meaning, you can have a pretty clean public service (in France we have a clean public service, random people can't corrupt it) and still be a widely corrupted country.

Meaning you can have a pretty dirty public service but be an ok country on the world scene.

Meaning you can be clean and be perceived as dirty, or be dirty and be perceived as clean.

And the term "perceived" implies they asked the locals about their own perception, so it's not completely ethnocentrist, depends on the question they asked.
