...............to raise PEACETIME military budget above 4% of GNP without a "national emergency".
They could only do that DUE to the fact that the DOLLAR IS AS GOOD AS GOLD. ...

in 1945, the Bretton Wood System [USA-IMF-IBRD] created a fixed rate, based on USD backed by gold.
In 71, Nixon dropped the B.Woods deal and suspended the dollar's peg to gold, better known as the "fiat currency" deal.

In theory, the reserve currency would be the bancor (a World Currency Unit that was never implemented), suggested by John Maynard Keynes;
however, the United States objected and their request was granted, making the "reserve currency" the U.S. dollar. This meant that other
countries would   "peg their currencies"   to the U.S. dollar, and once convertibility was restored; would buy and sell U.S. dollars to keep
market exchange rates within plus or minus 1% of parity.

Thus, the U.S. dollar took over the role that gold had played under the gold  standard in the international financial system.

Since Venezuela is going to repatriate its gold reserves held in UK, Switzerland and USA,   however,   with their faults MT and the current gold prize
close to 19 hundred bucks...
I see some dark clouds arising, hopefully not mushroom'ie ones.

Totally stupid to even contemplate war with China

America may have the best wonder weapons but that doesn't mean much.
Like ANTITHEFT said ""If the US imperialist cannot even defeat Vietnam, Iraq, Afghanistan, how can they hope to defeat China?""
I equate it with a little boy being given his first BB gun. He can plunk bees, snakes, and birds with impunity. He might even think
he has defeated those little animals not realizing there are millions more where they came from.
But I'd hate to see him plunk a tiger or a bear.

A war between the usa and China will not be conventional, it will be done asymmetrically in a very high tech manner, those include access denial, satellite hacking, and emp attacks, ballistic missiles attack etc, the end result of these war games always envision a nuclear showdown, a blitzkrieg like attack is out of the question, if you understood military logistic you will know that scenario is almost impossible to achieve against China for the very reason that they have the countermeasures to prevent such forces from being assembled or massed against them, and 11 aircraft carriers if you suspend your logic and envision getting all of them with no problems to China's doorstep, with a combine airforce of 800 aboard does not equal the thousands of jets the chinese can field on their home turf. The war will go nuclear because it can never be won conventionally, and it will not be pretty. As for are the Chinese people ready for all out war, perhaps not the city folks till they actually losses everything before they pick up a weapon and fight, but don't forget they are hundreds of millions of peasants or people living within the Chinese heartland that will be easy conscript in times of war, since traditionally they are also the grunts that fought for the Chinese liberation against the Japanese, the Korean war, and the Vietnam conflict, not those cosying up in the coastal cities like Shanghai or Fujian, so yes the Chinese will be ready to fight a ground war as well. I just read a very interesting article today about how 7 dogs cannibalizes its owner after having been starved for 2 weeks, similarly people will be driven to do drastic thing if the right situations are allowed to breed so i believe that in the end everyone will be ready to fight a war that is forced upon them.

Use some "grey matter" my friend.

In a "5 great power" scenerio, any big power contemplating to use "nuclear bombs" on the immediate adversary MUST BE NUTS. It would cause the ECONOMIC DESTRUCTION of the primary combatants and allow the remaining 3 BIG POWERS to combed them out in a step by step manner.
-----------------------------------------------------------------------------------------------
Remember how'd the GREAT QING EMPIRE was demolished.
It took 6 major big powers - British, French, Russia, Japan, German-Austrian, USA to finally bring down the COLOSSUS and yet it "survived" - but in "disunity"! (remember, the Chinese empire is actually a nation with a single Chinese Han race!)

However, most of the damage was created by "encouragement" of Japan TO SMASH into China.
remember the step by step developments in the  "1840 to 1900" period during the age of "Empire & Colonies".
-------------------------------------------------------------------------------------------

In RIVALRIES, the battles opted will be best "strategic" and at worst "skirmishes"!!!!!!
Remember how'd the GREAT SOVIET UNION was collapsed!
In those days, there were less defenses against the nukes.

Today, many big, small, medium states has developed strategies to survive the event.

I doubt you "understand" what you are "saying".

Uncle Deng's adapted and reformed the "unorthodox way" of the Chinese states, that literally STAGNATED China in the periods of 1949 to 1979. The State's policy was unorthodox and cause "productivity problems", "creativity problems", "innovation problems" to the state.

In fact, China suffered FAMINES, poor capital allocation in INDUSTRY, was basically a MILITARY STATE, cause the shift of the "Japanese built heavy industrial base in the northeast" to be "MOVED WESTWARD and INLAND" - due to threats by the Mc Arthur's United Nation's Army in the Korean War.

The only development of ROCKETS, and NUCLEAR BOMBS came by the courtesy of the American Global Engagement to COMBAT the old SOVIET UNION.

The British and French also aided China for the same reason, with the British providing the "knowhow" of the SPEY ENGINES.

As you said China should learn from the past ever since the collapse of the Ming Dynasty where she was the most advance civilization at that time,  with territory even larger than that of the Russian federation at that period, and got defeated due to self incompetency, those mistakes can never repeat itself, which means when it comes to protecting her own national interest, China must and will force a war in situation in which it feels it's sovereignty is being threatened, a lesson learn from history and how foreign powers made use of a divided and military weak and backwards China during the British all the way to Japanese colonialism should never be forgotten, it is said that the Japanese invasion woke up the slumbering Dragon, China might have paid immensely in human capital, but the Japanese invasion reawaken Chinese nationalism and pride, and self identity that was lost to hundreds of years of malaise and ignorance and disunity, Japan in fact did China a huge favor when China was about to break apart on it's own due to civil wars and power struggles, 80% of all Japanese forces was trapped in China and over 2,000,000 of them killed or captured in the resulting Chinese offensive, so China bore the largest chunk of the brunt of Japanese aggression by far during the second world war, with over 20 million civilians massacred, but saved the other Asian countries and the Americans for that matter from having to endure a far more catastrophic war or the full brunt of the Japanese forces.
