regarding the same MOU

The Prime Minister and Premier also witnessed the signing of a new Memorandum of Understanding (MoU) on Strengthening Tourism Cooperation with China, which will increase tourism flows and strengthen people-to-people links between the two countries.

This historic agreement builds on the Approved Destination Status (ADS) scheme which promotes travel for groups to China and Australia.

Today’s MoU will encourage further cooperation for travel between the two countries for individuals, companies and students, expanding the scope of this important relationship.

This new deal will provide a further boost our most valuable tourism market, which is currently worth $3 billion per year, or around 13 per cent of total tourism exports.

The number of Chinese who have traveled to Australia is less than 0.001% of all Australian foreign visitors.

General Manager of Qantas Airways in China, Nick McGlynn said the Chinese tourism market is predicted to continue to grow over the next 20 years.

"By 2013 Australia expects to welcome one million Chinese visitors a year, making China the single largest tourism market for Australia," Mr McGlynn said.

although the stats link is in the filter, I can tell you that China is the third top for arrivals, behind USA and New Zealand (which is at the top)

New Zealand can be expected to be at the top as the flight time is only a few hours

Chinese arrivals, year to date are up 15.6% on last year @  244,800, of a total of 2,386,500, ie 10.27%

So timbucktart, how do you reconcile 10% of our population being born in Asia and official statistics of 10.27% Chinese of all international arrivals to Australia?

This is from immi.gov.au

At the time of visa application, there is a check against the Movement Alert List (MAL) prior to visa issue.

The MAL is a database of people and travel documents of concern. It includes details of criminals, people who may pose a security risk and people barred from entering Australia for immigration breaches and health matters. It also includes details of lost, stolen and fraudulent travel documents.

The checks at visa application time ensures travellers are checked prior to travel to Australia. Travellers are continuously checked against the database, including when passengers check-in at overseas ports. They are checked again by Australian Customs and Border Protection Service officers when they arrive in Australia.

so, to be clear, the MAL includes travel documents (eg known stolen or counterfeit passports or identities)

As at end of July 2010 there were approximately 630 000 identities of interest listed on MAL.

People may be listed on MAL when they have serious criminal records.

Other people listed include those whose presence in Australia may constitute a risk to the Australian community and people who may not enter Australia as they are subject to exclusion periods prescribed by migration legislation.

This can occur for a number of reasons, including health concerns, debts owed to the Commonwealth or other adverse immigration records.

About 1.8 million documents of concern are also recorded on MAL. These include reported lost, stolen or fraudulently altered travel documents.

I don't know where you get your figures from timbuttdrool, but these are from immi.gov.au

I note the official number is radically different to your own

As part of this process, immigration officers take into account any adverse MAL record - the number of convictions recorded, the length of sentence served, the level of violence (if any) and when the offence was committed - and balances this against the person's reason for travelling to Australia.

The movement alert list is a database of almost 630,000 people - of whom more than half are listed for reasons relating to national security, such as terrorism or espionage - and is used to screen the more than 25 million people who cross Australia's borders every year.
