These problems exist in almost every other industry as well as in railway industry.

1. Following the investigation of Minister of Railway, the director of Transport Bureau of was investigated in 2011-02. The vacancy was filled until in 2011-06. Another deputy director of transport bureau was also investigated lately.  

Would those people who in charge of railway transport put their mind in work as usual? How much were they affected by the present scandals?

Corruption need to be curbed. Corrupted officials should be punished.

But the handover of work should also be arranged in order. Some of officials resigned and many other would be promoted. Government employee should focused on their work before the possible promotion.

In the past, government officials often built huge projects to celebrate the anniversary of the birth of Great Chairman Mao Zedong.

Beijing-Shanghai high-speed rail line was opened to celebrate the 90th anniversary of the birth of Great CPC in July 1, 2011. Of course the project has also its glories to show the great achievements.

For example: the time limit in the plan was 5 years. But it took only 2 years and 7 months to build the rail line.  

Probably, such time limit changes happened in the construction of Hangzhou-Wenzhou line.

Of course, many risks were born.

3.  In 1999, the first high-speed railway, Qinhuangdao-Shenyang line started construction. It was deserted just after the initial experiment in 2002.
In 2004, China began to buy technology and products - the present "Hexie" style - from foreign countries.
In 2008, the first high-speed railway, Beijing-Tianjin line was built and made debut in 2008.


2011 - 2004 = 7 years.

During such a short period, many high-speed rail lines have been put into operation.

Whether there were enough experiments before operation or not? If not enough, more risks exists.

Did we keep a balance bewteen efficiency and safety?

4 The first train D3115 stopped at about 8:00 PM. The 2nd train D310 came and caused the rear-end accident at around 8:30 PM.

8:30 PM - 8:00 PM = 30 minutes.

Of course automatic signal system and automatic information system connected the 2 trains to dispatching center. These systems should have sent first-hand information to dispatching center just after D3115 had stopped at about 8:00 PM.

The D3115 train driver should have also communicated with engineers in dispatching center according to the regulations. The engineers in dispatching center should have communicated with drivers of the trains nearby.

During the 30 minutes, what have the drivers and the engineers done?

5. How much is a train driver's salary?

The basic monthly salary is RMB 2,000~3,000 ($300~$460).

The monthly income would be probably not more than RMB 4,000~5,000, if the basic salary was RMB 2,000~3,000 in a government-own company(SOE), after it counts other pensions and welfares.

Can we hire a qualified high-speed train driver with the basic salary as much as $300 ~ $460 a month?
