Now,
In China, a tax driver need to pay local government many Fee, such as Dam construction Fee, urbanization maintenance Fee, etc.

In China, everyone around China need to hand in Three Gorges Dam construction Fee if you consume electricity.

In China, a homeowner need to hand in a large amount of urbanization infrastructure Fee if he need to build new or reconstruct new building.

In China, ....need to hand in Urbaninzation maintenance Fee.

Many or most infrastructure are built with bank loans.

Things were a little different before the mid of 1990s.

Looks like WORK CREATING scams.

It's better to simplify TAX CODES in order to gain better compliance, and less citizen stress.
If BUREAUCRACY or local bureaucracy need to create a "Job Bank" via taxation - it could do it via a lot of methods.

having numerous tax and fees makes TAX COLLECTING very expensive.

LOOK, if a clerk takes 30 minutes to collect, process, account, access, and enforce a tax or fee for a few Rmb for some weird local tax -- it's probably cost more to collect than the actual fee or tax.

The GST programme in Malayan Federation is one such JOB BANK that the FEDERAL GOVERNMENT is toying due to it's over large university graduate cohort.

This is always a problem

......in regions or provinces that lack an "Enterprising Citizenry".

Trying to invite ENTREPREUNER from other province or the diaspora is a better bet, more productive - and give more satisfaction than such "Work Scams".

For example:
In rural area,
Before 2000,
especially before the mid of 1990s,
if one local government built a road, the government would publish a notice:
Every farmer (adult) living near the road need to hand in RMB 60;
Every workers living near the road need to hand in RMB 100;
Every public employee, such as teachers and government officials, need to hand in RMB 150.
Of course everyone had to hand in this special Fee.

The local rich people, such as entrepreneur and merchants, ..., would be forced to donate a little more. Of course their names would be written in a monument erected on one side of road, or be published in the red notices of government documents.


Few of local government built road and other infrastructures with bank loans, but Tax, Fee, and donations.

That time, the new roads and other infranstructure were built steadily but much slower than the present situation.

But if local government didn't create new and extra Fee collected from Chinese, government don't have enough financial revenue from tax to pay public employee.

In the past, before mid of 2000s,  even the police around China had to fine as much as possible.
If the police didn't fine enough, they don't have enough revenue to pay the monthly salary of the Police.

Chinese people have to feed 2 system of government officials now.

Before the reform, there is actually 1 system of government officials.
They are the same government officials with 2 titles.

However, after the reform, in some departments of local government, there are nearly doubled the previous government officials with 2 titles.

Now, In local government, and some departments of Central government:
One is Party commission system. another is Government system.

For example: the law and regulation enforcement department:
There is a set of party discipline officer in Party system.
There is another set of prosecutor in local government system.
After about 2000, another set of Armed Police was established in local government system.
After the late 2000s, another set of Chengguan was established in local government system.

So actually the Chinese people need to feed much more government officials than your imagination.

Now,

China's public employee in government system grew larger and larger in the reforms of the past 20 years.
CPC members (not elementary members but with a title in CPC commission), who were not working in government system, also get monthly salary from tax papers the same time.

For example, in a village in rural area
There is a number 1 guy in Party system in a village in rural area.
There is also another number 1 guy in government system in the same village.

That is to say, 2 government officials paid by taxpayers are working for the 1 job.
