Hogwash!

Desalination plants are usually located in area, or location with direct access to the sea or salt water lakes;
and where the region's rainfall is insufficient to supply the population's need.
The Gulf states are such places where many desalination plants are in operation.

China's east coast have no need for this money wasting water processing infrastructures.
We get the fresh water replenishment from our 6 to 7 typhoons annually remember?
All we need to do is to excavate more earth 'buckets' to collect the water.

Water conservation helps also.

China has been buying gas fuel from Russia, thro' the 6000 km pipelines, for 20 years supply contract. What is the problem with buying unprocessed raw water  ?  In exchange for raw water, China sell surplus animal and agricultural farming produce, which was good deal.  Agricultrual land is getting scarce in eastern China. If don't turn Xinjiang desert into huge agricultural land, then china will have to import plenty of food to feed her population. Please don't be stingy and selfish. If you don't help your neighbors you will lose a valueble ally in the future. :)
