After Zhang Qingshan got a bribe of RMB 18.4 thousand ($3,000), he was sentenced to death in 1952. After Zhang Zishan got a bribe of RMB 19.4 thousand ($3,000), he was sentenced to death in 1952. Both of them were the number 1 governors of Tianjin city which were appointed one after another. So many Chinese still love Mao Zedong's government because of this law case.

In 1889-4, Huang Wei Jing (1859-7-24~1896-10-30) sent a report to Japanese government.

According to the report, China (Qing empire) has serious corruption; slack in enforcing disciplines; officials and government employee were fighting for their private benefits; the deposits of ancestor were totally wasted; the spirit of society were collapsed. However, The relationship between China and Japan are like the relation between "Lips and Teeth". If China was defeated by western powers,  Japan would fail at last. So, Chinese problem is Japanese problem. Japan need to take actions in advance. The corruption is not only restricted within government, but full of Chinese society. In order to unit China to fight against Western powers, Japan must reform China first.

Another spy, Zong Fang Xiao Tai Lang wrote a report.

According to his investigation and analysis in the report, Chinese pay taxes are 4 times of taxes in laws. Most of taxes has gong to the private accounts of government officials. The corruptions are too rampant and widespread to curb, though government officials received a special extra salary for curbing corruption. The situation deteriorates.

That time, many people in both Eastern world and Western world believe China will rise up. If China went on positive reform, China would be the most powerful country in the world with the prosperous resources.

However, Zong Fang Xiao Tai Lang didn't think so. He wrote that examining a country is like examining a human being, not watching one's appearance but first observing one's heart. Although China was on steadily reform and made progress, it looks like decorating an decayed house. The house can't stand against the disaster of hurricane and earthquake.

As for the reason, Zong Fang Xiao Tai Lang thought that is emerged from the late Ming dynasty. Chinese had lost the believes, and the moral guides collapsed, though there was a short-time Kangqian reform, however, it was stopped. Government focused on the decoration of a skyscraper, not building the foundation and the frame of this skyscraper.
