In Chinese laws,

All land in China are owned by government at all levels.
All mines are owned by central government.

the wealth of government belong to the whole Chinese.

the wealth is surpervised by Chinese representitives.

Chinese representatives are Chinese government officials and communist party members.

Supposed,
a farmer found a box of gold in the earth when he reconstructed his house.

According to the present laws:
The box of gold would belong to the government if he couldn't find the evidence that the box of gold had been buried by his ancestor: parents, grandparents, or great grandparents.

The house is owned by the farmer.
But the land is owned by government, and the farmer rent the land from government.

All land belong to government. It's illegal for any individual to own a piece of land in China.
