All money from Chinese donation would be collected by government-own enterprise, such as Chinese Red Cross. Of course the government officials in Red Cross don't need to worry about their financial sources - the money from Chinese donation.
Though now, 1 in 10 mainland Chinese lives under RMB 100 ($15) a month. Accordng to the rules, The Chinese Red Cross pays RMB 150 ($23) for a work meal of each government official there.

At last The Chinese Red Cross promised to take the part of money beyond the rules (RMB 150 ($23) a work meal of each official) back from these officials.
According to the present rules, All of Chinese donation need to go into government account mixed with taxes, and will be redistributed by government again. So no one can know where one's donation go exactly. And the employee in Chinese Red Cross are actually government officials. So many data, such as the running costs, are considered national secrets.
