All money from Chinese donation would be collected by government-own enterprise, such as Chinese Red Cross. Of course the government officials in Red Cross don't need to worry about their financial sources - the money from Chinese donation.

Though now, 1 in 10 mainland Chinese lives under RMB 100 ($15) a month. Accordng to the rules, The Chinese Red Cross pays RMB 150 ($23) for a work meal of each government official there.

However, RMB 150 ($23) for a work meal of each government official is not enough. Lately the Chinese Red Cross paid RMb 580 ($88) for a work meal of each official. A whistleblower exposed this scandal later. That is to say, A work meal of each employee in Chinese Red Cross would equal with many other Chinese (at least 1/10 Chinese population) daily costs of a half year.

The Chinese Red Cross defended for itself - the money was not from Chinese donation but from their own running costs. But many netizens wondered where the running costs are from.

At last The Chinese Red Cross promised to take the part of money beyond the rules (RMB 150 ($23) a work meal of each official) back from these officials.

According to the present rules, All of Chinese donation need to go into government account mixed with taxes, and will be redistributed by government again. So no one can know where one's donation go exactly. And the employee in Chinese Red Cross are actually government officials. So many data, such as the running costs, are considered national secrets.

Many researchers in China, including the researchers in Central government-own enterprise, have tried to estimate the work meal costs of the whole government officials.

In many estimations, Each year, Chinese taxes payers need to pay 1 Trillion RMB special for the costs of the work meals, the work cars, and the work travels of Chinese government officials.

So the central government vowed to decrease these costs a few years ago. Chinese Primer Wen promised to propose a draft of work cars reform in 2011.

Government planned to disclose these costs a few years ago.

A little progress were made. Beijing disclosed the quantity of part of  work cars last month in 2011. It's a first for Chinese local government.

But, so far, none of government, neither central government nor local governments, disclose the costs of the work meals, the work cars, the work travels.
