I can assure you, that it was concidered a crime to watch Western tv channels in former East Germany, as it was considered a crime to hide non-Arian people before 1945 in Germany.

All I can say is,

Many Rich States has been there, done that!
It's a HUGE TRADE when underclass is big!

Show you some of the common BIG $ items of the Underclass!
(1) Prostitutes - a full time working prostitute = US$100 x 5 x 320 = US$160,000 a year!
(2) Illegal worker = 1 year entry level wages = US$ 300 x 12 = US$4,000 a year!
(3) Drugs - intoxicating = 1 User = US$50 x 365 = US$18,000 a year!
(4) Illegal CD peddling = 1 operative = US$ 3 x 30 x 320 = US$28,800 a year!
(5) Beggar - in a US$20,000 to US$30,000 state = 1 operative = US$1 x 100 x 320 = US$32,000 a year!
(6) Assassins - according to Hong Kong movie = US$50,000 per hit!

In the USA, 10% of their citizen is "underclass" and they have 10% of their "unknown" population are "illegals"!

30 million "illegals" in the USA = US$12,000 x 30 million = US$360 billion - ILLEGAL LABOUR contractors (employers will not hire such themselves - always sub contracted - so no legal obligations) - gains 30% take = US$120 billion!

HOW'd you stop that?
and i will not even "count" the rest of the valuable underclass trade!

I doubt Guangdong province can be harsh!

I read in today's online news, China has many foreign visitors.
Guangdong has the highest number of visitors - almost 8 million annually!
(that's not counting Hong Kong, Taiwan which is even higher but considered as compatriots, and not visitors)

Malaysia and Singapore sends 2 million visitors a year!

Anyway, back to the foreigners - I think Guangdong is more worried about African, South Asian, than the rich visitors from Asian Rim, UK/Canada/Australia/New Zealand, USA, and Europe. A word of caution - DO YOU KNOW the Niger area has at least 10 million foreign residence citizens in Europe, USA and Asian Trade Route States - and they peddles GUANGDONG MADE "paddy market" items!

so, there is ECONOMIC VALUE to their presences!

ha ha ha

Yea, but I believe it's a good thing anyway: like this, the police can crack down on drug trafficing and trading much easier and Guangdong is getting less attractive for those criminals from Africa (and other poor places).

If you travel to an other country, you should respect its culture and laws. Some people don't do that - so it's good that China doesn't accept that. Like this, the foreigners who respect the laws won't get a bad reputation (so xenophobia is prevented - so it won't come to the same situation like in some European nations, where 75 percent of all inmates are foreigners and people start demanding stopping migration in general) and the locals are also saver.
