The land which sold as apartment are particular expensive.

Some of richest merchants can get apartment with subsidy while ordinary Chinese don't enjoy.

Why?
Chinese government vowed to develop the economy.
The quantity of investment is one major indicator for the access to be promoted for many government officials.

So government officials would lure the merchants to invest in their area.
They provided land and factory houses free of charge.
They provided the living shelter free of charge too.
Many government officials provided special policeman to protect these merchants.
Many government officials granted Police car plate numbers to these merchants.
Many government officials appointed these merchants as local congress members.
(So a merchant could be Shanghai city congress member and Beijing city congress member the same time. I have listed such cases in this forum.
Just as a guy can be appointed as both Chicago representative and New York representative the same time. )

The richest citizens, (or the REVENUE MERCHANT, in the Malayan Federation - these are the companies that have sales revenue of more than M$100 million annually) the top 100,000 corporation in China can yield enough taxes, value added tax or Excise duty revenue to run the entire government + it's infrastructure budget. (= 10% GNP).

There is NO NEED to tax the middle class, working class, farmers or the underclass.
Their taxes, or levy in form of Retirement Mutual, Insurance, Old age pension is for SOCIAL SECURITY PURPOSE.
