Well you're mixing income tax with consumption tax, with corporate tax etc....

I list an example of employee with monthly salary 10,000 in Beijing, not an entrepreneur.

"You need to pay Taxes: 5,900 ~ 10,500 a month if your Salary is 10,000" taxes here refer to income tax + turnout tax. (direct tax + indirect tax)
income tax is also called by direct tax.
turnout tax is also called by indirect tax, including the tax you paid in consumption, such as dinners in a restaurant, fruits in a supermarket, clothes in a mall, ... ..

In many west economy, measured by the total numbers or ratio, the income tax is almost the total tax that an employee need to pay. But China is different.

the government officials in Ministry of Finance of China said that the difference between China and the west is
the indirect tax held a much larger percentage in one employee's total tax.

monthly salary: 10,000 in Beijing:

Tax: 7,703.4 ~ 11,271.4  for an employee in company
Tax: 1,130.4 ~ 4,698.4    for an official and party member in government


So China need to decrease the turnover tax. 350~3,918  (all of Chinese need to pay) because the west market economy has a much lower ratio.

China need to decrease the fee (part of real income tax) 2,223+4,350 = 6573  (government officials don't need to pay) because some of Chinese need to pay, some of Chinese don't need to pay.

China need to increase the income tax (part of real income tax) 780.4  (all of Chinese need to pay) because the west market economy have a much higher ratio.

It is one source that government officials escape from the tax,  and the rest of Chinese have to suffer the sky high tax.

Where did such type of tax system begin?

it began from the reform in the late 1990s.

And this dual tax system triggered a huge wide wealth gap between government officials and the rest of Chinese from that time.

Who made the reform policies? these government officials.
Could the rest of Chinese have rights to make proposals on policy changes on the tax reforms in the late 1990s? NO!

measured by monthly salary: 10,000 in Beijing (similiar in Guangzhou):

Tax: 7,703.4 ~ 11,271.4  for an employee in company
Tax: 1,130.4 ~ 4,698.4    for an official and party member in government

Government service and social welfare:

e.g. measured by classification: chu-level  in Guangzhou (similiar in Beijing):

Monthly retirement  pension: 7,000 ~ 8,000 for a official and party member in government
Monthly retirement  pension: 1,000 ~ 1,700 for a manager in local government-owned companies.
