Casualties and Damages

Casualties: Death Toll may reach or above 10,000.

Damages: the loss of likely $184.2 billion, 3% of Japanese GDP
Damages source: ww w.marketwatch.com/story/earthquake-to-cost-3-of-japanese-gdp-barclays-2011-03-15

Kuji, Ofunato have been swept away and left no trace that a town was there.

Many other cities and towns are destoried or heavliy damaged.

The severest effects of the tsunami were felt along a 670-Kilometer-long stretch of coastline from Erimo in the north to Oarai in the south, with most of the destruction in that area occurring in the hour following the earthquake.

the Early-Warning System

This is all nice theory but it did not work like that. In Tokyo seven people were killed because the ceiling of a public hall, where an event took place, collapsed and buried several onlookers. I am not even sure whether this public hall had an early warning system in place.
...
.
Even if there is not an earthquake, Some buildings would collpase owing to the poor construction. We should examine whether it is an exception or a case. I think the buildings in Tokyo should be safe according to the building codes in Japan, though I didn't read those codes. After such accidents took place, the local government should investigate the wrong doings according to the relate laws.

Whichever way we look at it, huge quakes cannot be predicted, do not really offer time to have a safe escape and behave differently from place to place depending on the soil and underground.

But I think it could avoid some potential serious accidents from the running high-speed trains , from the operating nuclear power reactors, etc and avoid the following Casualties.

Yep, the death toll will be in the 10k to 20k range. Still far too early to tell because also a considerable number of smaller villages were wiped out.

Material loss of approx. 200 billion USD is a still somewhat conservative estimate. As for the 3% - it's probably slightly higher but it mainly affected an area which produces about 7,5% of the country's GDP. The real impact will be known much later. On top of it production of all sorts of machinery, high tech goods, automobiles etc. in and around Kanto is also affected. Many production lines are closed and, as long as power outages continue, will not return to normalcy anytime soon (at least not until after the Golden Week in May).

Here I don't agree with you. The tsunami warning system was excellent and did avoid the death of tens of thousands of people. Shortly after the quake tsunami warning for all locations from Aomori prefecture in the north to Fukushima pref. in the south mentioned tidal waves of between 8 to 10 meters, enough to cause widespred damage and death. Tsunami warning sirens sounded all over the place of between 15 to 30 minutes before impact. Fact is that elederly people - and most victims are elderly people - either did not hear the sirens or underestimated the danger. When they heard or saw the waves, it was far too late.

Actually tsunami warnings were issued for the whole pacific coast from Hokkaido down to Okinawa. If anything worked well, it was the tsunami alert.
