I am not sure if many here will get my point right away but....

I wouldn't be so worried that China doesn't have the so called "world class" universities. Actually, what non-English speaking country does? Maybe some "world class" brains might want to think about using their grey cells and learn some Chinese so they can attend master degree courses in TsingHua, Beida or Fudan (to name just three).

I think there are two distinction to be made when you talk about 'world class universities'.
The first is the Universities ability to make scientific breakthroughs, discoveries, offsprings and to be on the cutting edge when it comes to research. This is the foundation of a Universities prestige which then can, but doesn't have to result in, more funds for the University to teach its normal students. Top research only concerns a few PhD students, whereas good education matters for all the students. The two are often interrelated but not identical at all.
