After the 2010-04-14 04:49 Ms5.1 quake in TW east, there's no bigger scale quake happens there.
how can you know there will be a bigger scale in Yushu after the Ms4.6 quake ?

Foreshock sequence can reveal a pattern to a bigger scale quake? I'm not a scientist to discuss it. But I think if the same money and resources that spend on the aftermath of the quake are spent on beforehead to fix the buildings or relocate the people, won't be it more sensible? Spend money on mitigating disaster before it happens.

Trouble is pin pointing the EXACT SPOT of the next earthquake!

Plenty of earth movement annually, BUT it's only those that hits concentrated populated regions that cause the big casualty figures! It's hard for the scientific officers involved to predict.

Maybe if they have some kind of deep penetrating earth crust monitoring device, would this job become easier!
- spot the structure which can "snap" and cause the earth movements!

According to the Zhongguo Jiaoyu Bao dated 2009.8.9

A preliminary investigation shows that elementary and middle school buildings total area in Qinghai-- Before 2000 constructed has 3,226,900 square meters, accounted for the school building total area 59.2%, while after 2001 constructed has 2,223,900 square meters, accounts for the school building total area 40.8%.

A major part of those before 2000 constructed and part of those after 2001 constructed school buildings could not meet the national earthquake resistance fortification requirements.

Qinghai is Rmb10,000 per capita region!
Pretty poor by today's China Standards, especially when Shanghai, Beijing, Guangzhou is reporting Rmb100,000 per apita income level!

note: I think the some nations use AERIAL SURVEY to spot the ground anomalies to spot the RIFT PLATEs. Then go to the RIFT region, and do SOUND TEST to check the condition of the FAULT.....VERY DETAIL work.

So... what about Beijing?
Isn't it supposed to be on the same fault?
Is the quality of Beijing buildings well enough to resist a 7.1 magnitude earth quake?

I wonder if earthquakes could be artificially induced ??
If it could be done, then it might be used as weapon against the unwary.
