They almost do have that now.  Gambling is only legal in very few parts of the US outside of indian reservations.
Since there is limited sovereignty on the reservations, these laws do not apply to them.  So they have taken advantage
of the gambling situation in which I applaud them for that.

But some of the problems with the casinos are the locations of the reservations themselves.  My mother-n-law works on the rez in a casino in upper michigan.  The problem is that it's not a high tourist place.
There is not much up there beyond mackinaw island.  It's beautiful country.  I will say that.  But I don't see someone from Detroit driving all the way up there to gamble.  Those in more populated areas do very well.
I've heard of cases from florida where all the members are living off the casino profits making $60-$70k a year individually.  Not too shabby for not even having to work in the casinos.
