Well, the difference is the strictly voluntary nature coupled with the fact that real alternatives exist--it's not like Hitler did voluntary where the alternatives might get you killed anyhow.

The program itself is really old and not tied with the needs of the US military so much as the fact that a lot of people in the US think that children would benefit from military discipline, especially low-income children. It's a very "law and order" country, much to my chagrin, and even boot camp programs (which border on abusive and sometimes cross that line) are very popular as a "solution" to problem teens. So that's a very significant fraction of the population.

One factor in recruitment rates, though, is something I forgot to mention: self-selection. If the children are the primary decision-makers in whether they attend military academy, then attendees are more likely to be interested in joining the military because the most likely people to attend are those interested in the military to begin with. If the parents are the primary decision-makers, then it's likely that a significant (if not majority) fraction are households with at least one major figure serving in the military or single-parent (usually mothers) households where a grandfather or other important figure in family life served in the military. These people are more likely, especially at lower incomes, to join the military anyhow and that diminishes the number of recruits we need to explain in terms of... we'll just call it "propaganda effects" and let that be sorted out if it needs to be.
