11. Benchmark your performance against competitors and partners, and do it in a way that makes sense to your CEO and director colleagues.
Benchmarking is vital, but only if the results are meaningful to your peers and to the board. So the percentage of company turnover spent on IT by other companies and competitors in your industry should be keenly monitored, not weird ratios like ‘function points’, ‘cSpecs’ or ‘MIPs per employee hour’. It is fine to benchmark these internally if you like, but keep them between consenting IT professionals.

depends on how old a time frame it was referring to...
it basically meant:  
# of  Mainframes per (1000) employees  or per employee-hr. (same thing, just divide by 2000 man-hr per year.)  during 1960 - 1980
# of  minicomputers per (1000) employees  or per employee-hr.  during 1980-1990.
# of stations per x employees  during 1980 - 1995 or so....

after 1995 it meant # of PC per X employees
After 2000 it meant # of PC per 1 employee...
