At 5:00 PM, we left  the park before the sun was setting.

or

At 5:00 PM, we left the park before sun set .

I think the latter sentence should be right one, do you think so ?

Try

the sun, not sun.  Do not forget " the "  
At 5:00 PM, we left the park before the sun sets.

Robertking,  Thanks for adding 'the" before the "sun".
My question is why you placed "sets" not "set' after the sun.
I think this sentence may be expressed using past tense.

You are quite right that the tense for "set" should be the past tense.
If you want to avoid the problem of the tense, you can also say "sunset".
