I would say 'yes'
Let's say 2000 years later America will have a culture too, then China will have lost part of its ancient culture and adopted new things then.
Maybe to say the opinions?

Good point Huang,

It seems that if there is a cultural resistance against change that is against positive development then it is definitely  a burden to not only that country but those countries around them. They are too rigid to even try new and proven ways that advance their situation.
Those countries with a more flexible culture seem to develop more quickly.

Then there are those countries which are controlled by dictators or governments that keep their people down with no chance of progress at all.

no ,
in my opinion.
you cannot live in cultural shadow,  and you should inherit our traditional culture and develop them.
the bad traditional culture should be regarded as the burden of culture in my eyes.
such as feudalism, androcentrism and so on,
Real beauty lies not in the physical appearance,
but in the heart.

Culture should not be a barrier for a country's development.

Every nationality has its own unique culture and we should value it .
