The word "Chinglish" is a combination of "Chink" and "English".

"Chinks" (中国佬) is a derogatory term used by some racists for Chinese people, just like "Negro" ( hei1 gui3 黑鬼) for Black People. When "Chinks" speak English whithout following the rules of standard English, it is called "Chinglish", which is also a derogatory term.

While "Chinese English", just like "American English, Australian English, etc.", is a neutral term for the standard English spoken by Chinese people.
