note: you should put a comma after county.

This Chinese sentence is probably translated from English (or another Language)  to Chinese, and then back to English

The  good  English translations would be :

He is the ordinary ( average )man from your neighborhood.

p.s. this reminds me of the old joke 30 years ago:
some one translated this into German, then to Chinese, and then back to English:
The spirit is willing but the flesh is weak. -->becomes -->
The wine is good, but the meat is bad.   Ha Ha !!

I was curious as to when the translation took place.   The quality of content translation of literature improved exponentially since 1975 merely because prior to that, there were not many people who really were proficient in English and Chinese simultaneously.

This book was published in 1999 , which was translated by                          Mr. Zhang Peiji.
