And taiwan's semiconductor industry had started with a few pioneers plus heavy public sector funding, later role specialization by splitting design separate from fabrication.
China has massive talent, funds and markets. She can have dozens of tsmc-type players.
Coming in later and thus learning from experiences of others so that with the above points as well, China has all the advantages to create her own breakthrough semiconductor industry even if it will take some time to build and establish a complete chip ecosystem.
Perhaps the process to do so can also be accelerated by a new global project:
Start an online platform to canvas for global crowd-sharing of ideas to build that chip ecosystem - from design to fabrication and application; pay contributors in bitcoins and equity under a precise reward and maintenance framework but subject to external verification to weed out scammers and intruders; the design tools can be posted online.
Some designers are already retired but still mentally agile; others may want to see a better world where technology can be made cheaper and more widely affordable; some may not want to relocate to any specific place to work; others may want to participate part-time. There are many permutations which can be worked out.
Now is the time to think outside the box as well.
After all, one must note all that Trump has been doing to China has been taken out of Hilary Clinton's election playbook so that whether republican or democrat, the US anti-China hawks have already left their nests and want to continue waging all sorts of conflicts against China just because they cannot accept China's reasoning system and economic model are different from theirs.
Therefore China must be able to design and make her own chips and not depend on foreign suppliers under the thumbs of their political masters. Once they know that, they will realize they will lose China's markets to other friendlier countries, and so weaken their own suppliers' ability to evolve technologically.
Ingenuity, performance, speed, execution, will, funding, applications, markets and long-term visions are the key factors.
