The UK should try to put its own house in order instead of poking its nose into China's affairs;  still struggling with a messy Brexit, and without even a prime minister, the last one having resigned and is only in caretaker mode, the UK is quickly sinking into irrelevance!

re:   "Does the UK still have a responsibility to Hong Kong?"

  They have indeed,

So that means that China has a responsibility to keep its nose out of the affairs of all other nations and to concentrate on fixing its own problems, particularly given that it has the world's largest population. Right on !

They never had any legtimate presence in China.

   Nor in Gibraltar,

About time to take the ROCK 'Gibraltar' back into Spain's fold.
Time to return home after Gibraltar was captured by the British Fleet...
On 4th August 1704, an Anglo-Dutch fleet under the command of Admiral G. Rooke took Gibraltar from the Spanish. ...
Under the Treaty of Utrecht in 1713 Gibraltar was ceded to Britain----TOGETHER with the Island Menorca which has the second largest natural harbor in the world.
However, in 1782, Spain re-took Menorca from the Brits and since then is within the fold of Spain.
As Great Britain is turning into Little B. with only:
Anguilla, Bermuda, British Antarctic, TerritoryBritish Indian Ocean Territory, British Virgin Islands, Cayman Islands, Falkland Islands, Montserrat, Pitcairn Island, St. Helena, South Georgia and the South Sandwich Islands, Turks and Caicos Islands and Gibraltar left...
Time has come to take back what nature gave to Spain and the UN currently lists Gibraltar a Non-Self-Governing Territory.

  Now hear this:
Gibraltar is not part of the UK but, as a British Overseas Territory, participated in the referendum and will, by default, cease to be a part of the EU upon the UK's withdrawal.

Further on: Only Gibraltarians and British citizens are allowed to live and work in Gibraltar.

Nationals from other EU member states are issued residence permits upon providing proof that they will not become a burden to Little Britain...
