Regulatory authorities could do nothing!
In some hospitals, rural folks would sleep at the registration counters lobby. They will be the first people to get the queue number for top specialists at the rate charge by the hospital. Their queue numbers will be sold to needy patients at least many folds. Heard that one of them was bragging that income was more than the specialists. Who cares?

Chinese government itself has dropped the communist doctrine years ago. It now defines itself as country of "socialism with Chinese characteristics". Not communism, but socialism. And when we speak of socialism, many European countries are far more advanced in socialism than China.
China is ruled by a party identifying itself as a communist party, and that's all that remains of communism here. The economic reforms that took place were reforms to market economy, and it was market economy that saved China.
