While regolith includes all external layers covering the geological bedrock, the soil is the most important part of the regolith.  Even if no signs of life is expected to exist in the regolith, Helium isotopes still constitutes the most important ingredient to explore.  Due to solar wind effects, most of the Helium 3 would have been deposited on the dark side of the moon, and that's why the West is so frantic about trying to catch up with China by asking for cooperative joint efforts -- this after having rejected any Chinese participation in Space exploration from beginning to end.

The funny thing is that after having REJECTED Chinese proposals for participation in the past, the Americans are thick-skinned enough to ask the Chinese to send one of their samples in the current Chang'e exploration.  

Surprisingly the Chinese granted them that wish, which demonstrated the largesse and broad-mindedness of the Chinese people.   But now a group of U.S. congressmen have tried to push through a legal document denying access to U.S. chips by Chinese companies like Huawei, Jinhua and ZTE, potentially disrupting the supply chain of Chinese manufacturing.

Just remember the day the legal document is passed by the U.S. Congress, China should not sheepishly accept the unilateral decision without equitable reprisal against the perpetrators, now or in the future.  We shall harden ourselves against future pleas for cooperation by U.S. and have the courage to stick to it through thick and thin without wavering.
