You can think otherwise all you want. The fact remains that tobacco addiction is so strong that even "marginal smokers", as you like to call them, will budget their cigarette supply before anything else. Even if their budget does not allow for cigarettes themselves, they will budget for tobacco and rolling papers (or tubes).

Tobacco taxes are used all over the world for tobacco control, not just in China.


Bwahahahahahaha!!! Thank you. I needed that little giggle this morning. Tobacco taxes are added to "General Revenue", and used for everything EXCEPT tobacco control, and in China, in case you haven't noticed, health care is a user-pay system. Tobacco taxes do NOT pay for the provision of healthcare for sick anybody.
Stupid people are like Glowsticks. You want to snap them in half and shake the crap out of them until they see the light.

Even if that is true, that the taxes go into General Revenue, the deterrent effect is there, to some extent, depending on how high the taxes are set.  The real purpose for the tax is deterrence, not revenue; just like traffic offence penalties are not always plowed back into public transport.  Regardless where the tax money goes to, the Chinese Govt has to shoulder the high cost of looking after the sick smokers- no small task in a nation with the world's largest number of smokers!  That 'user pay' you alluded to does not tell the whole story, you did  not mention that it is heavily subsidised by the State, partly out of tobacco tax!
