In China armed forces get paid regardless what they're doing...

Their equipment is not rusting away, it's being used every day to keep it ready for the big bad wolf...
   
   We don't have foreign bases and their nukes in our Country, the Country belongs to Chinese people...

At the same token, we don't have foreign generals to tell us what to do...

  Therefore, we don't pay foreigners to think for us
