Then they have to explain why you find residue of pesticides in Artic lakes. Not only that but we have to include the artificial sweetener's also ! Maybe I should sell artic water as diet mineral water

Most of the harmful pesticides have been banned globally.

The problem that is described as being fought in OP is that of corrupt and unskilled officials, not of environmental problems.

It only shows that despite the allegedly best intentions of the central government, they continue to face difficulties in getting their policies implemented in the nation that they are supposed to govern.

The reported fines of 510 million divided to the 4305 officials held accountable amount to some 100 000 RMB per official. That's pocket change in the industries in question.

The penalties should extend from corrupt officials to their supervisors, who have neglected their supervision duty - all the way to the top.

Take countries like Argentina and Brazil they use now over 180 millions of gallon of pesticides per year Now just picture how much money can be made by banned chemicals that are miss labeled  by purpose to avoid export bans.

I fully understand the past "oversight" of pollution problems.
This happens when a country enters into "industrial" age.
China is no different.
They sacrificed their environment, for economic prosperity.
After this success....
they now want to clean up the mess that was made.

The OP goes into detail the efforts underway with CPC, to rid the problems you listed.
