Tougher laws don't help without enforcing them. China should reduce spending in policing people's political and ideological views (and actions), and increase spending on things that matter - like enforcing laws against child abuse (both in schools and in their homes).

Are you crazy? You mean just 'tell' the staff helps erdicate the problems?  In China, things only start to move when the media steps in and gives wide publicity to wrongdoings!
