I disagree.

I think the state (in second largest economy in the world) should have the means to pay teachers enough salary, and to offer sufficient infrrastructure otherwise, so that donations or bribes from the parents would not be needed.

If the state can not do that, then clearly it is not doing very well.

If donations from parents are expected to finance the education system. then at the very least the schools should provide fapiaos and the parents get tax deductions for that.

China spends lot of tax revenues on things that in foreign eyes are not worth spending, considering that it is away from things like education in this case.

Bribery takes place due to human nature. I agree that teachers should be paid decent salary in tune with other professions. But practices such as these will not stop.
It is due to whole system. Parents rely too much on school teachers for kids education and have no way out

teachers should be paid decent salary in tune with other professions. But practices such as these will not stop.


They will stop, if they are made illegal by law and those laws get enforced.

No, I said no such thing. That's why I said "if they are made illegal by law".

That said, I am not sure if some existing (more generic) law includes bribing teachers being illegal. Perhaps in a similar way as when you cannot catch someone for a crime, but you can catch them for tax evasion.
