Corrupt officials and agents. ...

I can agree with that. However, for a brief period after 1949 (after the civil war) till the opening up of China, all vice (including corruption) were seen as evil and condemned in public. That was the period I was referring to. For an idea of what it was really like, read what Lawrence Brahm wrote about the changes taking place in China since opening up till the present (40 years). It was published in China Daily some days back. I will mention it here briefly:

He (Lawrence) went to a shop to buy something and overpaid for the item by mistake. The shop owner took the trouble to find him  and after quite a long time, found him and gave him back the money.

Of course, I am sure there were still pockets of corruption and vice then but they were condemned and not encouraged. After opening up China, this way of life went the way of the Dodo bird, or dinosaurs.

In the days of Mao, he was surrounded by "yes men" and just agreed on everything.
This empowered him to rationalize some "bad policies" (like the "great leap").
These officials exaggerated food production in order to please.
This led to the calamity that followed.

Don't know if you would call it "corruption", but it was sure not honest.

My personal experience before Xi took office, I was offered by a government official to take care of a problem with my business license 2 ways, ON record or off.
I knew exactly what was being asked.
My policy is....
"once to pay a bribe, you will always have to continue it".
I called their bluff, and nothing ever happened.

I do believe that it is NOT "business as usual" with this new leader and urge citizens to report bad officials.
That is the ONLY way they can improve their country.

True indeed, and thanks to The West and its gospel of preaching & defending the old goat Capitalism by all means and at all costs, with 4400 nuclear arsenals & 800 military bases world wide among others; today, the world's wealthiest 42 people in 2017 had wealth equivalent to the world's poorest 3.7 billion people. The world's richest 1% own more wealth than the rest of the global population combined. 82% of the global wealth generated last year went to just 1% of the world's population. The three richest Americans have the same amount of wealth as the poorest half of the U.S. population (source: '3 richest own as much wealth as half of U.S.' article, USA TODAY, Monday, January 22, 2018).

  Moreover, Capitalist Western countries prioritize on behalf of the interest of Wealthy first and foremost, while People's Republic nations prioritize on behalf of the interest of people first. China is People's Democratic Republic that works for world society as a whole, while war-mongering U.S. is living out waning days in twilight zone with ever growing mountain of debts, mighty deficits, costly wars, widening gap between the richest ten percent & the rest, disharmony between the rich & the poor.

            Dog eats dog, winner takes all ultra-Capitalism + Imperialism =  Destruction of the majority of the world's populace
