Getting hard numbers in this area is not easy.  For ease of comparison, I've only cited figures from the year 2000 onwards.

However, a quick trawl of Wikipedia and a couple of other sites brought up the following.

Chinese Athletes stripped of medals at the Olympics.
2000 - Gymnastics – Women's artistic team all-around - 6 members. This wasn't due to doping it was due to Dong Fangxiao being 2 years under age.

Chinese athletes at the 2016 Summer Olympics with prior doping charges, 3 in total.

Total Chinese sports people caught (all sports, including professional), 28

Contrast this with the USA:
11 medals stripped since 2000 (Total of 6 Olympians) but if you include entire teams it gets more murky.

Total US sports people involved in doping (caught) 236

Russia is much harder to deal with due to the break up of the former USSR.

However, with that said a rough number for the Russians is 11 Olympians since 2000.
165 caught doping.

Belarus: 4 Olympians, 25 doping charges (all sports).
Ukraine: 3 Olympians (1 team), 61 people caught doping (all sports)

Notes: People caught includes Olympians, professional athletes and non-Olympic sports events.

If match fixing was also included, China is not so 'squeaky clean'.
London 2012 Yu Yang and Wang Xiaoli, along with 6 other women, were disqualified for 'match fixing'

Cheating is not only about taking drugs.

Remember a bunch of Chinese swimmers tested positive for steroids at the 1994 Asian Games in Hiroshima and the 1998 World Aquatics Championships. Swimmer Yuan Yuan was found to have 13 vials of human growth hormone in her luggage. Yuan was the only swimmer sent home, though some saw the incident as proof the entire team was taking HGH (ironically, in 1998, the same John Leonard who later questioned Ye Shiwen’s performance advocated for giving the Chinese team the benefit of the doubt).

So it’s not racism that makes Chinese swimmers easy targets; it’s political mistrust. The Communist Party of China (CPC) has long been seen in the West as opaque, dismissive of international rules, and obsessed with international prestige (including in sports). That’s a perfect recipe for a state-sponsored doping program – and so whether or not China is currently conducting such a program (and, again, there’s no evidence that it is), it is half-believed to be guilty already, simply by virtue of its political system.
