It is a very good idea for all factions and parties in the Philippines to offer their opinions to President Duterte, but once again, Duterte should tell the entire NSC group that they were convened BY HIM, to give him their ADVICE, which he RESERVES THE RIGHT TO USE OR NOT USE as he, the elected Chief Executive is empowered to do.  No, they were not convened by his appointed special envoy, to give such envoy their orders and demands, bypassing Duterte's executive privilege and duty, which is really, really, what this exercise, unfortunately, is being billed as by the press.  Ramos needs direction, but he cannot get a directive from the NSC, nor does it have the right to issue that to the President's Special Envoy.  It should be in clear black and white writing, that the NSC is convened to offer President Duterte their best analysis and advice, on his request, so that he can direct Ramos on what he wants to present to China through him.  Duterte may not be used to these kinds of board room battles, but clearly, this is the first political battle that Duterte will be faced with, which is about not letting his executive privilege be superseded by any body to which he turns to for advice.  Everyone wants to get him to say he trusts them, and then run away with this trust to do what he would not have wanted them to do.  Ramos is not the type to do that, being a military man himself, but he knows he will be criiticized by the pro-West clique if he does not do what they demand, so he wants them to tell Duterte that, and have Duterte tell them to go home and plant some vegetables.

We all know how these meetings are manipulated by outsiders who have their instigators and zealots inside such circles.  They will use majority decisions to force Duterte to go along with them, even if his gut instincts tell him they are wrong.  The simple refutation to this fallacy of "APPEAL TO MAJORITY" is that when the majority is wrong, it does not make them right, only more wrong.  Period.

Advice, yes.  Command, no.  Objection, get out.
